1. I updated Manila.root
2. Restarted server
3. Went to Admin site > Hosting
4. Did not find "Server Admins: You can enable/disable this feature for the entire server through the Hosting preferences page in the Frontier Admin site." as described on http://maniladocs.userland.com/siteAdmin/memberLegalTags
