I had a similar problem with varying frequency the whole time I was using 9.0. I haven't seen anything similar since the 9.6 upgrade, but I put manila behind apache (reverse proxy) at that time, so the load on Manila is much less now. Have you looked at your logs to see what's happening shortly before Frontier hangs?
