New Message: Setting default values of Custom Prefs fields

Is there a way to manage the default values of the radio buttons that appear in the Custom prefs for "Receive bulletins?" and "In HTML?"

I.e. can I make them both Yes or both No ?

At present, on a new site, the "Receive bulletins?" tends to be Yes and the HTML No.

Is that correct ? Advice on how/where to modify would be very useful.
