Hey I had this problem where I had 100's of threads, CPU was being sucked up and Frontier/Manila was hanging. I found that my settings in the News Aggregator was checked in front of this:
 "Check this box to automatically subscribe to all sites on this server."
Yep, the news aggregator was going to all of the sites like every hour and checking for new stuff I guess. Since I really have no reason to subscribe to every site on the server I unchecked that, unsubcribed from all of the sites on my server and I haven't had a problem like that since. I don't know if that is the same problem you might be having but it sounds like it is close. I did not check that box for subscribing, it just happened when I had some updates to the 9.6.

If this doesn't help then just delete from the thread.
