New Message: Changing the default message for 'Confirmation Welcome' email

Wanting to modify the site defaults for the

 In Prefs > Confirmation

(i.e. the welcome message text and so on). Such that all new sites created take that default instead of the current.

Can someone point me to the location where the deafult text values are stored ?

Also .. Is it possible of feasible to modify/enhance to the Server settings control panel to allow the same to be set from there ?
