Its true that when the pictures are served statically that you do not the data in the image subtable at all, so deleting bits is a way to make roots smaller. However, if you ever have reason to move the root to another server , you won't be able to simply dump the pictures again. I work in an environment where that's sufficiently useful to be an argument for keeping bits in place.
