You can't easily adjust legals tags in sites already created. If you wished to take the road of patching your Manila root and risk later overrides;there's a way to do it for all new sites. Open the table at manilaData.newSiteTemplate.["#newsSite"].legalTags and change false to true for the tags you mentioned. It's definitely a bad idea to allow all tags no matter what.
