port Forwarding Fail

I upgraded my server to 10.4.11 (OSX) with a fresh install. Frontier, I just
copied over the folder.
I'm not running any other services. (well, personal file sharing...  
but I just now turned that on.)

I get an error on Frontier boot "Port Forwarding Failed"

The change password routine at
  http://manila.userland.com/discuss/msgReader$1316?mode=topic
does not seem to help. (I did harden my password, It starts with a "$",
that's not a problem is it?)

I've also loaded:
http://www.wiredfool.com/2002/05/17/sample-port-forwarding-script/

and now, when frontier loads, it reaches the port fwding error, locks up &
server no pages until the dialog is cleared. Then we're back to normal
operation.

What might I try next?
