Ok .. have added a couple of URLS to the URL table (just lifted straight from mainresponder). I have changed the enabled value to true but it does not seem to be kicking in ..

Is there something I am missing ?

I downloaded the file, double clicked on it and it added itself to Frontier.Root in user.webserver.responders.permanentRedirect

Is there some other install or activation step I have missed ?
