I can't reproduce this locally.

This is what I tried with two Manila sites on the same machine:

Site A create a page with an RSS box pointing to a feed on Site B

Did an initial load of the page on Site A caching the feed

Modified the timeExpires value in the cache table so the RSS feed would be scanned

Made an update to the feed on site B so there was new content

Then when I refreshed the page on Site A I saw the updated RSS feed as expected.

If you look at xml.rss.readService, you might try turning on debug in the tcp.httpClient call to see what's being returned when you try to rescan the RSS feed.
