minor bug - outlines can be expanded twice using keyboard

radio 8.0.7, latest radio.root, win2k

what I did:

went to buddies window.  positioned cursor over a buddy icon.  pressed
keypad-* twice.

what I expected:

first press would expand outline in-place.  second would be ignored

what I saw instead:

second press inserted another copy of the outline into the buddies window.

note: subsequent presses inserted additional copies.  Collapsing and
re-expanding the buddy resulted in only one copy of the outline being
displayed.  multiple expand requests on the actual outline were ignored.
mouse dbl-click toggled outline display, as expected.

keypad-*, keypad-+, and ctrl-right arrow all behaved identically.
