OK, I had the smae problem at first. What you need to do is to unzip the tools BUT DO NOT DRAG AND DROP THEM INTO THE DIRECTORY! I shout because it took me four hours of struggle and a night's sleep to figure out what I was doing wrong.

Extract the files, as this will preserve the directory structure, and you should be golden.
