Yes, there are some Linux outliners, my favorites:

Buzz - http://buzz.sourceforge.net

HNB - http:// hnb.sourceforge.net

Emacs and Vim have some outline support as well.

Buzz is fast, open source, written in Python, and supports RSS and XML-RPC.
It should be a good candidate for a Linux I/O client.
