basic recap please?

can someone give me a basic recap of what exactly the current plan is for
distributing instant outlines and /or notifications about their updates? I
have tons of bits and pieces floating in my head but no coherent whole.

not what it is now, but what it will be when jabber is working.

what I'm looking for is x sends an xml-rpc message to y via some transport
method which does something and returns something....

What would really be nice is a developer level document somewhere (maybe
there already is and i missed it) that told what someone had to do to get
their app to send and get IO updates.
