Setting a target for your changes

Just playing a bit with the radio outliner Buddies list.

Assume I was working with a group of people, all of whom are subscribed to
my outline. If I make a change to my outline, and am interested in letting
certain of my Buddies know that they should take special not of change,
shouldn't there be a way to indicate who should take note. This would be
similar to the "To:" and "Cc:" attributes of email.

I can see if you have a large group of coworkers all making changes to their
outlines they aren't all going to sit up and take notice whenever I make a
change. If there were a different icon/sound/color that displayed on the
buddies list when I am on the target list of a change, then I don't have to
worry about looking at each buddy any time their outline works.

Perhaps a node could have an optional target audience attribute, where the
target audience is chosen from your buddies list.
