Story for outline not working?

I've followed the instructions in the "How to create a directory in Radio's
Outliner" article at http://radio.outliners.com/directoryOutliner.  My .opml
file is posted on my site in my gems folder.  But, when I went to create a
story, inserting the directoryFrame() call, etc., when I submit, I get the
following:

Sorry! There was an error: Could not open the url,
"http://www.codeintensity.com/gems/email_pim_needs.opml", because it could
not be converted to an outline.
The error was detected by Frontier 8.0.5 in mainResponder.respond.

What am I doing wrong, or why isn't this working, etc.?  I should note that
I've looked at the .opml file on the server and it looks ok to me, so it's
not a corrupt file (as far as I can tell).
