Yes.

The design is controlled in so many different places. Very few people can remember all those locations.

The abstraction you are asking for is a particular developer perspective on flexibility. I think this would be a subject for a complete rewrite of Manila.

I would focus on "learnability" first. This could be done by rethinking the Menu structure in the prefs-pages a little bit. It is important do understand how most novice users cluster the different settings in their minds.
