Maybe one simple solution is to rewrite all the code that sets presentation to use linked .css files, not as powerful but at least it's easier for a web designer to modify the style of a manila site in all it's details.

I think this is the most direct and realistic approach, which is why I added it to my revised Manila Love [1] list. This is the approach that was taken to handle home page and discussion group calendar formatting in Manila and it works quite well.
