OK - after sleepless nights and a crash course on ISAPI, I have solved my own problem. Given that apparently no one else knows the answer, I will post for the benefit of search.userland.com...

The problem is in security. Basically, you have to change the launch security from Default to (none) in dcomcnfg.exe. Problem solved.

On a side note, I have now hacked the C code and made it work for other directories. I don't know enough C to do registry entries or ini files, but I can probably do custom dll for people who ask nicely.

On a side note, you will get a 500 error the first time frontier loads, but after that you will be good to go.
