This file contains the latest update of time zone codes and definitions used in BSD and other unixes. The codes are in the FORMAT column. There are also "Rules" and some of the codes have a %s where the result of a rule is substituted in to change between Standard and Daylight savings.

You might glean information from other files in that directory, but I didn't look at them carefully. This does appear to be the official repository for this code.

There's also a map that shows the US Navy's idea of all 37 time zones (a few more than you have listed) without names, but it makes it easy to see how many and which half-hour zones you need to add.
