{BUG] admin site initialisation

If the first visit to an admin website page after a restart of 
Frontier is not the home page of the website, the tables in 
temp.mainresponder. are not setup correctly and a macro error will 
result,

for example, if the first  page is

http://xxx.yyy.com:5336/settings?page=2.2,

the error we saw was

Macro error: Can't find a sub-table named "misc".]
