proxy server entry not changable

I am connecting frontier to the internet through a
proxy.

This proxy has changed and I changed the entry in
user.webBrowser.proxy. The problem is that it takes
effect only in the same session. When I restart
frontier, the value of the old proxy shows up again.

How can I change it permanently?
