I am not aware that Frontier can listen on two separate IP addresses
simultaneously. Normally one would set up the machine at TCP/IP level to
accept multihoming, i.e. multiple IP addresses, and have separate webservers
listen on each IP address. I know nothing of Windows setups (and would not
wish to) but on our Macs we run Frontier for Manila sites and Apache or
Webstar for static sites. config.mainResponder.domains is setup for the
Manila IP address: there is no need (or point) in including the static
server's IP.
