WG: Frontier 9.0 and tools a bug?

Hello,
I'm runnig frontier 9.0 on win2000. 
I installed following tools: metadata-plugin, manila-fixer and filer. They work fine on sites, but I cannot make the admin setting for the tools.
In the control panel, there are  visible, but in the manage site-menu of all sites they seem to be disabled.Where to do the admin settings? 
Is this a bug?. Can anybody  help me with a patch?
