Hi Bruce,

Are you the managing editor of the site? Only managing editors have 
permission to promote a discussion group message to a story -- or at 
least I think that's the case.

Also, if the message is already a story, and you are indeed logged in 
as the managing editor, then there will be no option to "make this 
message a story". Instead there will be an option to "remove this 
message from the story list" -- the inverse operation.
