Neutering IncludeHttp

I am trying to use the IncludeHttp macro.  When I use it in a site, it
is neutered.
I've checked config.mainResponder.prefs.legalMacros and it is listed
with both attributes set to true.
I'm having a similar problem with workspace.sampleSearch but because
it's used just on one page per site, I've just edited the macro inside
the story at the server to put the {} back.
