To switch off Radio background processing, I use:

    radio.thread.enabled = false
    try { delete (@user.scheduler.everyMinute.aggregator) }
    try { delete (@user.scheduler.everyMinute.weblogsCom) }

I move unused tools from the "Radio UserLand/Tools" folder to a "Tools 
(disabled)" folder; one might also disable Frontier.tools.thread

Disabling radio/tools threads should prevent this.
