I'm not a windows person, but IIRC:
IIS likes to grab all availiable ip addresses on port 80, you need to restrict it to one. I'm not sure how to do that.
Frontier also likes to grab all availiable ip addresses on port 80, you need to add a value at user.inetd.config.http.ip with frontier's ip address.
