uploading photos, MacBinary wierdness

I have a website we host where the editor can't upload photos. He started
off using Internet Explorer 4.5, got the "unsupported file type-
MacBinary"  error message. Tried Netscape Communicator 4.7, then IE 5.2,
and then tried zapping the resource fork on the image files. I performed
the unchecking of the "upload" checkbox in the IE filetypes preferences.
Still he gets the error.

OS 9.2 on one of the old iBooks. Any ideas?
