I tested it here and the RPC handler worked, I think it's just on the Manila UI side where it defaults to a department instead of providing an option to just post it to the homepage and not a department.

I believe we're looking into setting it up similar to Radio UserLand categories with checkboxes for each department instead of being limited to a single one. I'm not sure when this will be released.
