You can use the macro {pictureRef (shortcutName, explanation, hspace, align, usemap, ismap, border, glossref, vspace, lowsrc, rollsrc, height, width, name, id, style, class, title)}

Keep in mind that this does not actually scale the picture; it simply tells the browser to display it at a particular height or width or both. So the full image gets downloaded, but the browser displays it at a (potentially) different size.
