Okay, here are some tests to start off with:

If you try to request this page on the server:

http://127.0.0.1/

And a Manila page loads, then IIS is not running.

One other test:

http://winschool2.ltisd.laketravis.txed.net:5336/

Does that URL load the Frontier Admin site in your browser?
