The opml-file is normally fetched by the server over a tcp connection and converted into the blogroll. But it may be that the server is not able to fetch the opml-file. The fact that you get an xml-error indicates that what is returned is probably not opml but a 404 or some other error.
Test if you can get the opml-file in your browser, then see if you can get it with tcp.httpReadUrl in Frontier. If for instance you have a misconfigured proxy setting that operation might fail.
Note for Userland: it would be nice if the xml-compiler notices when it is asked to compile a html-error - e.g. a 403 or 404 - and produces an error message that realtes this information.
