New Feature: Content Editors edit Navigation

Content Editors can now edit the navigation XML for a site. A new 
item appears in the Editors Only menu which links to a page for 
editing the navigation XML.

This feature will appear on UserLand servers sometime tonight. If 
you're running your own copy of Frontier, update manila.root.
