Administratively Adding Users to Bulletins Mailing list

Is it possible, either from the web, or from the Frontier server itself to
set all members prefs to receive email from the site?

I need to do this because when a new member signs up, and even if they
choose receive bulletins, they are not added to the bulletin list. Any way
to fix this?
