I have a similar problem. In my case, I have a way to fix it but it is not a
very efficient process - and it seems like there must be a better way to do
this.

In my case, inside the user's table in #memberShipGroup there is a bulletins
table. Inside the bulletins table are the two entries that (supposedly)
enable bulletin subscriptions for the member: enabled, and inHtml.

However, even if enabled=true, the user does not get bulletins and does not
show up in the list of subscribers page at the web site.

However, if I create a subtable inside of the bulletins table that has the
name of the Manila site (say "myManilaSite") and I move the "enabled" and
"inHtml" entries into this table, the user DOES end up with an active
subscription that works correctly. In other words (using "enabled" and
"MyManilaSite" as an example) this works:
    
    [memberEmailAddress]:myManilaSite:bulletins:enabled:true

This (the default) does not work:

    [memberEmailAddress]:bulletins:enabled:true
