New feature: access privileges for Stories, Pictures, and Gems pages

You can now set access privileges for the Stories, Pictures, and Gems
pages. A new section near the bottom of the Editorial prefs page allows
you to make them public or set them to members only or editors only. The
three pages can have separate settings.

This new feature will be available on UserLand servers tomorrow. If you
run a Manila server, update manila.root to get the new feature.
