You could effectively do it with templates and JavaScript/cookies

With the way-cool "Esoteric Settings" plugin, you can block the whole
site to everyone except registered members. I doubt that it's installed
on manilasites.com.

I don't know of any publicly-released way to block just one section.
That would require custom programming, and I haven't seen any like that
that's publicly (read "freely") available.
