advise on setup?

Hello, 

I just started installing Frontier/Manila and in
determining the URL for hosting, in the setup, I
allowed the default URL which appeared in the field:

http://0-2pool28-55.nas2.oakland1.ca.us.da.qwest.net
(not sure how this became the default)

However, when I finished with the setup, the page
where the control panel was to appear timed-out.

http://0-2pool28-55.nas2.oakland1.ca.us.da.qwest.net/controlPanel/

Can anyone tell me if there is a Userland hosted URL I
should be using here, since I don't have my own IP
address.
