I would like to place a "picture" reference in a theme to a picture 
that the owner of the manila site uploads and the picture 
automatically goes in the right place. ...

You can see what I mean with the frame in the left bar of this location.

I have a "ownerPicture", quoted reference so that all new sites can 
have an owner picture. ... In the same place.
How can I do that?
