Sorry -- I missed that you already said that you have radioCommunityServer.root in the Tools folder. You can ensure that it's installed and enabled by running this in your Quick Script window:

local (f = frontier.tools.getToolsFolderPath () + "radioCommunityServer.root");

frontier.tools.install (f); frontier.tools.enable (f, true)

At this point, the upgrader should run OK. However, I think it's time to try a different strategy:

Have you tried updating your databases with the Update Root command in the Main menu? The ones you should update are Frontier.root, prefs.root, mainResponder.root and manila.root, in that order.

At this point in time, what you get from running the upgrader is the same thing you'd get from running the Update Root command on those four databases, except without the Frontier application. That you can just replace with the one in the upgrade package.
