Ken,
The first thing to do is check to see if there is an entry for the new root file in user.databases.
If it is not there, open the database, make it the front most window and select Server>Add to user.databases...
The database should now open when you restart Frontier.
If there is an entry for the root file in user.datebases make sure that the value for openOnStart up is true.
If openOnStart up is true and the database still doesn't open on a restart, then there may be something wrong with the database. I will let others, respond to that.
