1) You might try setting the MP3 MIME file type in the Settings Admin site page and see if that helps. The only reason not to use Frontier would be if you wanted to improve performance of the server or if you are planning on posting a lot of large files (multiple MB).

2) Yes, on the Static Files page you can configure static pictures.
