Just want to add some caveats to that. It references the specific i><file/, not necessarily name. Because of the way the name is constructed...
..two files with the same long name will have different short names (since they have different inode numbers)
..changing a file's long name could still result in the same short name (if the change is far enough in the name), or
..changing the file's long name could produce a different short name (if the change is near the beginning of the name
