There currently isn't a way to allow members to be approved by the managing editor.

You can turn off the Membership option on the Membership prefs page which would allow you to invite members to join the site.

Currently, there's only an editors only feature which restricts everyone from viewing any page of a site. You could maybe add them as a contributing editor (they wouldn't have access to edit other people's content or modify the site preferences).

We are working on a members only site feature which will be released with the upcoming Manila 9.6 release.
