I've one CSS layout that I use to base to a Photoshop/Imageready template. See the CSS fun panel, left column on http://www.walsallschools.org/ for some of the many, many personalised designs I've now done for schools in the UK.

It's a 3/4 minute operation to create a new 'theme' based on this set up. That's just the mechanical process time including FTP, not the creative thinking time.
