No, not entirely. You can use Manila's static rendering to render to files on disk, or to FTP to an FTP server, but it doesn't have an upstreaming client.
Manila does ship with RadioCommunityServer (RCS), which implements the server-side of Radio's upstreaming, but you would need a client program (Radio or compatible) running on the same machine with the folder you want opml files to be dropped into, in order for upstreaming to actually take place.
Upstreaming is a client/server operation -- the client (usually Radio) finds new/changed files in a folder, and then sends them to the server (usually RCS).
You could fairly easily write a client using AppleScript, Perl, or any number of other scripting/development environments which support XML-RPC. Manila is also quite capable of being an upstreaming client, but you'd have to install a copy on each client computer, which would require a license on each computer, or a special arrangement with UserLand.
