Since I'm on 9.1, this is found at Web>Web Server, where the popout menu says "Stop" - which I think means that the web server is running. (If memory serves, otherwise it would say "Start.")

I notice that it seems to pick up a few internal hits right after startup, perhaps coming from the server itself?

I also notice that Frontier can see itself at 127.0.0.1:5336, allowing me to successfully access to web interface from a browser on the server machine. However, in the same situation (browser running on the server) the browser cannot see the sites on the server when addressed by domains - until after restarting Frontier, at which point 127.0.0.1 and domains both work.
