Yes, that would indicate the server is running

Is there any difference if you use the IP address of the machine instead of the domain or 127.0.0.1?

How are you getting Frontier to launch after the system restarts?

If you disable that utility and manually restart Frontier after the restart, do you get the same behavior with Frontier not responding on those domains?
