Frontier does launch after the automatic restart, it just doesn't respond to outside web clients trying to hit my domains. It does respond to 127.0.0.1:5336 to get the admin server using a browser on the server.

I'm playing around with various permutations of startup utilities to see if they make any difference and I'll get back to you one way or another.
